You don't need a sewing machine to make fleece liners - fleece doesn't fray. Just cut the fleece to the size you want. When you buy the fleece, just buy a small sample, and see what it does when it is wet.
If you can mush water through easily or it just goes right through, then it is good for stay-dry liners. If you can not mush the water through or it is really difficult, then that kind of fleece is good for covers.
